BACKGROUND: 

On September 12, 2022, Request for Proposal (RFP) No. 606296-22 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested for Collection Agency Services.

Proposals were received from the following firms: AllianceOne Receivables Management, Inc. dba AllianceOne Receivable Solutions (NBE), Clark County Collection Service, LLC (NBE), Coast Professional, Inc. (NBE), Collection Service of Nevada dba Sierra Outsourcing Solution (WBE), Harris & Harris, Ltd. (NBE), IC System (WBE), Unifin, Inc. (VET), Valley Collection Service, LLC. dba Valley C.S. (NBE).

An Ad-Hoc Committee comprised of 3 individuals from Clark County Justice Court reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: Harris & Harris Ltd., AllianceOne Receivables Management, Inc. dba AllianceOne Receivable Solutions, Valley Collection Service, LLC, Coast Professional, Inc., IC System, Inc., Unifin, Inc. Clark County Collection Services, Collection Service of Nevada dba Sierra Outsourcing Solutions.

Subsequent to the evaluation of the written proposals, the Ad-Hoc Committee agreed that Harris & Harris, Ltd., was the best qualified firm to be selected for the project.

A Contract was negotiated for collection agency services.

The following are the pertinent provisions of the Contract:

                     The term of the Contract is from date of award through December 31, 2023 and includes the option to renew for 4, one-year periods.
                     Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with                      advanced written notice.

The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.

Harris & Harris, Ltd. currently holds a Clark County Vendor Registration.
