BACKGROUND:

The District's Service Rules and the regional design and construction standards have always established that sewer laterals are owned, maintained, repaired, and replaced by the respective property owner. Beginning in 2019, this Board authorized the District to create and administer a three-year pilot program to (1) assist single family residential customers with the cost of making repairs to their laterals in the area of the public right-of-way or public easements, and (2) determining whether such a program is viable and effective in supporting the District in the successful collection and treatment of its customer's wastewater. In 2022, the pilot program was extended for another 3 years, expiring this month. Since its inception, the pilot program has seen some success, assisting an average of 2-3 qualifying homeowners a year. District staff is requesting authorization to extend the term of the pilot program for another 5 years.

Staff recommends that the Board approve the extension to the Pilot Program for District Participation in the Cost of Repairs for Certain Residential Laterals.

This agenda item has been reviewed and approved by the District General Counsel.
