BACKGROUND: 

The Clark County Water Reclamation District ("District") has established a set of Service Rules that govern the relationship between the District and its customers. The purpose of these new ordinances is to add provisions to Clark County Code to protect the infrastructure and services of the Clark County Water Reclamation District ("District") as to members of the general public.

The new ordinances establish four main objectives: (1) establishes the District as the default wastewater treatment provider for unincorporated Clark County and deems anyone connected to the District's publicly-owned treatment works to be a District customer; (2) grants the District the right to place and maintain infrastructure within Clark County right of way; (3) sets forth a list of prohibited activities that protect District infrastructure; and (4) establishes enforcement mechanisms consistent with other Clark County Code.

On December 16, 2025 the Board approved the Business Impact Statement wherein staff revised language to address the feedback received from the community.

Staff recommends that this ordinance be adopted following the public hearing.
