BACKGROUND: 

Nevada Revised Statute requires public agencies to use qualifications-based selection (QBS) to consult with engineering, surveying, and other land-use related professional service providers. The Department of Public Works (CCPW) utilizes an evaluation process called Statement of Qualifications (SOQ) in an effort to expedite the County's Capital Improvement Program.  The SOQ establishes a ranked listing of local firms that meet minimum requirements to provide professional services for Clark County. The ranked list is comprised of over 50 firms that submitted 238 qualified submittals in one or more of the 24 services and works categories available.

There was only one qualified firm submittal in the Construction Management - Administration Minor category. The firm also qualified to be included in the Construction Management - Administration Major category, so the Construction Management - Administration Minor category was eliminated, and the firm is listed in the Construction Management - Administration Major category.

The following recommendations presented in Exhibit A are presented for the Board of County Commissioner's approval: 

(1) That the Board adopt the use of the pre-qualification list from January 1, 2026, through December 31, 2027;

(2) That firms be selected in services categories in ranked order; except where CCPW deems it necessary to exclude a firm, interview ranked firms or require a separate Request for Qualifications process; and

(3) That interviews of the short-listed top ranked firms be conducted for selections in works categories except where CCPW deems it necessary to exclude a firm or require a separate Request for Qualifications process.
