BACKGROUND: 

The Clark County Regional Flood Control District (RFCD) has approved and programmed funds for flood control improvements for the State Route 163, Phase 2 - Sediment Basin project located on the south side of State Route 163, approximately a quarter of a mile west of Casino Drive in Laughlin, Nevada. The facility is identified as LUBC 0031 on RFCD's 2019 Master Plan Update (MPU) for Outlying Areas.

The attached interlocal contract will provide funds in Year 1 of RFCD's Ten-Year Construction Program for construction of the State Route 163, Phase 2 - Sediment Basin project. The basin will serve to mitigate the sediment load currently conveyed through existing downstream MPU facilities that ultimately discharge to the Colorado River. This project consists of a sediment basin, inflow and outlet facilities, concrete baffle walls, and graded maintenance roads.

The time of performance is effective until June 30, 2029, unless time extensions are granted.

RFCD approved the interlocal contract at its meeting on August 8, 2024.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
