BACKGROUND: 

On October 16, 2023, Clark County (County) entered into a Revocable Permit (Permit) with Workforce Connections (WFC) to utilize ±745 square feet of space in the computer room of the Whitney Recreation Center located at 5712 Missouri Avenue, Las Vegas, NV 89122 in order to operate an American Job Center to connect employers to a ready workforce. WFC is a designated administrative public entity who receives federal grant funds to operate programs that strengthen workforce development.  The Permit expired on October 15, 2024.

On March 13, 2025, WFC submitted their request to retroactively exercise their option to renew the Permit and extend their occupancy. 
                                                                                                                                                                                          
The proposed Interlocal Lease will replace the Permit and will be for a term of five (5) years commencing retroactively on October 16, 2024 (Commencement Date), with the option to extend for five (5) additional one (1) year periods and does not require WFC to pay rent. The County shall provide basic utilities, janitorial and pest control; WFC shall provide to the County annual reports.

Pursuant to NRS 277.050, the Board of Clark County Commissioners (Board) may lease County-owned real property to another public agency without consideration and without advertising for public bids on such terms as authorized by the Board after holding a public hearing at which objections by the public may be heard.  The public hearing shall be set for October 7, 2025 at 10:00 a.m.
