BACKGROUND: 

At the March 19, 2024, Board meeting, the Board received a debriefing presentation regarding the 2023 Las Vegas Grand Prix (LVGP). The first portion of the presentation focused on strengths and weaknesses of the 2023 LVGP, and the second portion focused on recommendations to improve the special events process for unincorporated Clark County.

Part of the direction provided by the Board was to develop a high-impact special events process to modernize County operations. As presented at the March 19, 2024, Board meeting, the development of a high-impact special events process would allow the County to streamline operations, coordinate more efficiently with County departments and partner agencies, and continuously evaluate how the County responds to the increasing requests for special events in unincorporated Clark County.

Following the March 19, 2024, Board meeting, staff worked with various stakeholders to draft an ordinance to create a new Sports and Special Event Department. The proposed ordinance would centralize the special events process for the County. Elements of the proposed ordinance include applicability, exemptions, application deadlines and requirements, roles and responsibilities, and operational requirements.

The proposed ordinance is scheduled for introduction at the August 6, 2024, Board meeting. Staff recommends a public hearing for August 20, 2024 at 10:00 a.m.
