BACKGROUND:
On June 9, 2020, the Clark County Department of Aviation (DOA) met with the LAS Airline and Airport Affairs Committee (LAS AAAC) to discuss the proposed FY2021 budgeted rentals, fees, and charges rate calculations. The rentals, fees, and charges were calculated in accordance with the rate-making methodology contained in the Airline-Airport Use and Lease Agreement. At the June 9, 2020, meeting the DOA agreed to carry the existing FY2020 rates through December 2020 (while monitoring COVID-19 impacts), and the LAS AAAC agreed to the proposed increased rates beginning January 2021. On June 12, 2020, the LAS AAAC sent their formal approval letter of the proposed budget changes. On November 19, 2020, a meeting was held with the LAS AAAC and DOA to review COVID-19 impacts, including current activity levels, and at this meeting the January 2021 rate increase was reaffirmed. This item will result in an increase to the cost per enplaned passenger from $10.26 to $18.98, which is $8.72 more than FY2020, primarily due to COVID-19 budgetary impacts.
All material questions and comments received from the LAS AAAC, collectively or individually, were satisfactorily addressed by the DOA. This amendment to Clark County Code, Title 20, Chapter 20.10, Section 20.10.010 would amend the rentals, fees, and charges at McCarran International Airport, in accordance with approval from the LAS AAAC.
