BACKGROUND: 

On February 9, 2018, Congress passed the Family First Prevention Services Act (FFPSA) to restructure how the federal government funds child welfare programs. This Act includes significant changes to the existing Title IV-E federal reimbursement program, to include but not limited to funding for: prevention services including mental health treatment, substance abuse treatment; in-home skill-based programming for parents; Kinship Navigator Programs; family foster home licensing; and Adoption Assistance.

On September 16, 2020, Clark County Department of Family Services (DFS) was notified by the State DFs would be a recipient of the FFPSA grant funds.   Upon receipt of funding DFS will contract with various providers to develop the FFPSA plan specific to the needs of Clark County.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to DFS without advance notice, application submission or competitive process.  The State has made the grant award contingent upon the submission of the attached scope of work and budget narrative which was submitted on December 14, 2020.  In addition, funding availability is not known until an award notice is received from the State.
