Agenda note: DISCUSSION: The Board received a presentation from staff who advised that community needs post COVID had increased across the Board; stated that the Nevada Partnership for Homeless Youth (NPHY) fiscal year client visitation had been exceeded by 25%; the program was expected to provide services to an additional 1,200 to 1,300 homeless youth; and other additional increases were anticipated which included 30% in outreach contact to youth on the streets, 30% in individual volunteers, 20% in food assistance, and 25% at drop in centers.

BACKGROUND: 

On May 5, 2020, the Board of County Commissioners approved the submission of FY 2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development. The U.S. Department of Housing and Urban Development (HUD) subsequently approved the FY 2020-2024 CDBG CIP. The County Manager or her designee is authorized to sign any resolutions or agreements necessary for implementation of the CDBG CIP.

Nevada Partnership for Homeless Youth (NPHY) was awarded for $893,275 in FY2020-2024 CDBG funds for the partial demolition and new construction to establish the NPHY Outreach, Volunteer, and Operations (OVO) Center, a 4,400 sq. ft. facility dedicated to strengthening NPHY’s critical direct client services for homeless youth. NPHY is requesting an additional $800,000 in CDBG funds to meet the increased costs of construction. The OVO Center is designated as a project slated to start in Year 1.
