Ratify and accept the grant from the State of Nevada Department of Health and Human Services Division of Public & Behavioral Health and the Board of Regents, Nevada System of Higher Education for $216,239.97, for an estimated total of $648,719.90 authorize the continuation of one (1) limited permanent Specialty Court Specialist (I29) position for the Eighth Judicial District, Specialty Courts, and approve the funding to support transitional housing, treatment and other services under the current Master Service Agreement to provide Medication Assisted Treatment (MAT) for opioid impacted individuals re-entering the community from prison. BACKGROUND:
An estimated 65% of individuals in US prisons and/or jails have a substance abuse disorder, and a substantial number of these individuals are addicted to opiates. Research has established that Medication Assisted Treatment (MAT) of opioid dependence reduces addiction and related criminal activities more effectively and at a lesser cost than incarceration.
This project grant is a comprehensive community-based primary prevention plan approach designed to address the opiate epidemic for offenders re-entering the community. The District Court and the Nevada Department of Prisons will work together to identify program participants, begin a stabilization period with MAT prior to release, and place participants into housing with intensive outpatient counseling and treatment upon release. In addition, participants will receive case management services for educational and vocational skills. The goals of this project are to reduce the overdose of opiates when released from incarceration, decrease relapse and recidivism, and provide tools to remain in the community and out of incarceration.
The Eighth Judicial District Court intends to utilize multiple providers for transitional housing and treatment with the use of a master services agreement. Additionally, all providers will be SAPTA certified. The grant provides for the entire salary of a Specialty Court Specialist (I29) to take on a caseload and conduct the research and evaluation this grant requires.
