BACKGROUND:

On January 7, 2019, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period from January 7, 2019 through December 31, 2020.  On December 1, 2020, the Board approved a one-year extension of this list through December 31, 2021.  Horrocks Engineers, Inc. (Corporation) was selected from the pre-qualification list, [Service] Construction Management - Administration Major, to provide construction management services for the Las Vegas Boulevard between Interstate 215 South and Russell Road (Phase B) project (Bid No. 605718-20).

Due to County Public Works’ present and anticipated project workload, the services of an outside consultant for project management are needed.  County staff negotiated the attached professional services contract with Horrocks Engineers, Inc.  The contract describes the services to be provided and stipulated terms.  Horrocks Engineers, Inc. currently holds a Clark County Business License.

Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
