The funding apportionment plan itself does not have a fiscal impact.  It will be used in conjunction with the fiscal year 2022 Las Vegas Metropolitan Police Department (LVMPD) budget to determine apportionment of cost between Clark County and the City of Las Vegas.

 

BACKGROUND: 

Pursuant to NRS 280.190, the Board of County Commissioners must approve or reject a funding apportionment plan for LVMPD.  The proposed apportionment plan was approved by the Metropolitan Police Fiscal Affairs committee on January 25, 2021 and submitted to the County and the City of Las Vegas for review.  If the County or City rejects the plan, it will go to arbitration.

Attached for comparison is the funding apportionment plan presently in force for this and prior fiscal years and the funding apportionment plan, as approved by the Metropolitan Police Fiscal Affairs committee for next fiscal year.  The plan is the statistical base for determining the allocation of expenditures between the County and the City.  Clark County’s overall percentage share of LVMPD’s budget will decrease compared to the prior year.

The proposed apportionment plan has been developed in accordance with NRS 280.201.  The plan uses three factors in determining the funding mix for the uniformed and investigative functions of LVMPD.  These factors include population, calls for service and felony crimes during the preceding year.  The uniformed and investigative functions include all LVMPD bureaus and divisions, except the Rural Resident Officer Program which is funded entirely by the County.
