BACKGROUND:
Project 18003, “FWRC Expansion Master Plan”, identified the need for the Flamingo Water Resource Center to increase treatment capacity to 150 million gallons of wastewater per day (MGD) by 2025. To meet treatment capacity, construction of three (3) new aeration basins and three (3) new secondary clarifiers are necessary. The soils in the footprint of the proposed structures have high compressibility. Preloading the footprint of the proposed structures is required to mitigate excessive settlement associated with the new facilities.
Under Project 19010, “FWRC Secondary Treatment Expansion Preloading”, approximately 300,000 cubic yards of soil from two (2) separate borrow sites located on the West and East Campus are to be placed at the site located at the West Campus of the Flamingo Water Resource Center. The soil is to remain in place and the site is to be monitored for approximately 12 months. Once consolidation is sufficient, the soil will be moved back to the borrow pits and the borrow pits will be graded. Additionally, work includes rerouting an electrical ductbank approximately 750 feet in length prior to placement of the soil.
A request for bids was published on February 9, 2021 in the Las Vegas Review-Journal and was posted on the District's website. Bids were received and publicly opened at 2:30pm on April 1, 2021. Four (4) bids were received:
