BACKGROUND: 

U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA) annually provides funds to Clark County and the City of Las Vegas under the Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program to support local initiatives addressing crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of the criminal justice systems, process and procedures.

The Bureau of Justice has designated Clark County and the City of Las Vegas as Disparate Jurisdictions, thereby requiring the County and the City to identify one entity to act as applicant and fiscal agent that will submit an application on behalf of both parties.  To improve the planning process, the County and City have agreed to designate the County as the applicant/fiscal agent for the FY-2019 (2019-DJ-BX--0831) JAG Grant, unless terminated in writing or disparate decertification.

The County and City have agreed to continue utilizing the Local Law Enforcement Advisory committee (LLEAC) process to review applications and make funding recommendations for Board of County Commission approval.  Additionally, the County agrees to annually appoint two City Representatives to serve on LLEAC.  Approval of this Interlocal Agreement will further specify the rules and conditionals in the administration of these funds.

The District Attorney’s office has reviewed and approved this Interlocal Agreement as to form.
