BACKGROUND: 

On March 16, 2021, the Board approved and authorized the General Manager to enter into negotiations with Las Vegas Paving Corporation for the preconstruction services contract as the Construction Manager at Risk for Project 19100.

The Whitney Lift Station (Whitney) has experienced frequent outages due to equipment failures and line blockages putting the 22-year-old facility at high risk of sanitary sewer overflows. Whitney is the largest and most critical lift station in our service area in terms of capacity, location, engineering hydraulic requirements and necessary operational efficiencies. This project will restore and improve operational reliability to Whitney by rehabilitating the lift station and its force mains to be consistent with the District's current design standards. The construction cost for the facility is estimated to be $40,000,000.

Staff recommends that the Board approve and authorize the General Manager to sign a contract with Las Vegas Paving Corp., a Nevada Business Enterprise.  Las Vegas Paving Corp. currently holds a Clark County Business license.
