Clark County Detention Center: South Tower Fire Alarm Replacement

Additional Comments:

The initial Contract amount was $2,860,000, Change Order No. 1 - 6 increased the Contract amount by $280,780.87. Change Order No. 7 will increase the Contract amount by $975,209.18, for a new total Contract amount of $4,115,990.05.

 

BACKGROUND: 

On September 27, 2019, the Board of County Commissioners (Board) approved the award of Bid 605325-19 for Clark County Detention Center South Tower Fire Alarm System Replacement to Communication Electronic Systems, LLC (NBE) in the amount of $2,860,000 for the replacement of the existing fire alarm system in the south tower of the Clark County Detention Center.

The following are the pertinent provisions of the Contract:
                     The Contractor shall complete the entire work within 360 calendar days from the date specified after the                      receipt of the Notice to Proceed. 
                     Included the standard termination for cause within 7 business days and termination for convenience                      language as in all public works efforts of this type.

Change Order No. 1 provided for the removal and replacement of 430 smoke detectors and program devices.

Change Order No. 2 provided for a time extension of an additional 93 days to the contract.

Change Order No. 3 provided for the re-routing of electrical circuits for AHU's FSD controllers from panel E-71 on the 7th floor to panel E-61 on the 6th floor.

Change Order No. 4 provided for the discovery of additional fire smoke dampers in each AHU unit resulting in additional conduit, wire and fire alarm modules, the installation of conduit and addressable relays for 97 VAV boxes and for a time extension of an additional 124 days to the contract.

Change Order No. 5 provided for re-routing, adding data cabling and conduit to support North Tower BMS for JCI, connect FCU's to the fire control system, removal and replacement of exhaust, return duct register caulking and for a time extension of an additional 123 days to the contract.

Change Order No. 6 provided for labor, materials, tools, equipment, ancillary services and permitting required to install and recommission actuators for approximately 46 fire smoke dampers within the South Tower of the Clark County Detention Center.

Approval of Change Order No. 7 will provide for labor, materials, tools, equipment, ancillary services, permitting required to complete the installation and recommissioning of the actuators for approximately 46 fire smoke dampers, complete cleaning of approximately 4000 LF of supply, exhaust, and return ductwork within the South Tower of the Clark County Detention Center. It will also provide for the repair and replacement of approximately 160 Fire Smoke Dampers and to install "presence of power" devices to approximately 35 smoke control fans.  The attached Change Order No. 7 document details the modifications and costs involved.

Communication Electronic Systems, LLC currently holds a Clark County Business License.
