Ratify the submission of the Adoption Incentive grant application to the State of Nevada Department of Health and Human Services, Division of Child and Family Services in the amount of $204,074 for the period of October 1, 2020 through September 30, 2021; approve and authorize the continuation of three (3) grant funded limited permanent positions: two (2) Permanent full time Legal Secretary II (C24) and one (1) Permanent full time Legal Office Specialist (C23) for the period for which grant funds are available, and authorize the Administrator or his designee to sign the Notice of Subaward and any additional grant documents related thereto and accept the funds awarded. (For possible action)

BACKGROUND:
In February 2021, the Clark County Department of Family Services (DFS) received notification from the State of Nevada announcing available funding for Adoption Incentives. The attached application, scope of work, and budget narratives were submitted on April 20, 2021. In response, the State has provided the attached Notice of Subaward authorizing the grant award.
The grant funds will be used to continuously fund three (3) full-time staff positions to assist DFS' District Attorneys with Termination of Parental Rights to allow DFS children to be adopted. In addition, funding will secure contractual services for Home Studies, marketing campaign, events and media which will promote recruitment of foster and adoptive families.
Staff requests that the Board of County Commissioners ratify the submission of the grant application, authorize the execution of the Notice of Subaward, and accept the funds awarded
