BACKGROUND: 

On July 21, 2020, the Clark County Board of Commissioners approved the grant application to the State of Nevada Department of Health and Human Services, Division of Child and Family Services for the John H. Chafee Foster Care Independent  Living Program in the amount of $828,836, effective July 1, 2020 through June 30, 2021.

On March 17, 2021, Clark County Department of Family Services (DFS) was notified by the State of Nevada Department of Health and Human Services that DFS would be a recipient of additional funding from the John H. Chafee Foster Care Program to assist youth participants in Independent Living (IL) program.

If approved, receipt of additional funding will be utilized to enhance existing services to youth ages 14-20 to include assistance with transportation, driver’s education, tutoring, expansion of Foster and Adoptive Youth Together, on-line individual development, and additional stipends for youth who have aged out of care or are participating in an IL agreement to provide financial assistance during the economic recovery period. 

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to DFS without advance notice, application submission or competitive process.  The State has made the grant award contingent upon the submission of the attached scope of work and budget narrative which was submitted on April 29, 2021.  In addition, funding availability is not known until an award notice is received from the State.

Staff requests that the Board ratify the submission of the attached scope of work and budget narrative and authorize the acceptance of any funds awarded.
