BACKGROUND: 

Targeted Case Management (TCM) funds are Medicaid monies that the Department of Juvenile Justice Services (DJJS) has available to support medical and therapeutic case management of Medicaid eligible youth under DJJS supervision.  The 13 DJJS positions are responsible for caseload management of youth and their families.

Of the thirteen positions, 8 Juvenile Probation Officers (JPO) meet with youth, review the terms and conditions of their Court Orders, focusing on victim restoration and ensuring community safety.  The JPOs also perform home checks on youth that are on Global Positioning System Monitoring system, in an effort to keep youth out of juvenile detention, and still ensure community safety.  The JPOs and the Juvenile Detention Assistant is assigned to the Detention Division keeping with Best Practices in terms of staff to youth ratio.

The Manager position has leadership, oversight, and supervision responsibilities of three (3) current Harbor locations.  The locations are the West Charleston, Mojave, Flamingo, and North Las Vegas sites.  The fifth location will be Henderson, with an anticipated opening in fiscal year 2022.  The 2 Assistant Manager positions provide oversight, management and administrative support at the Spring Mountain Youth Camp and Detention Division.  The Eligibility Specialist works with families to determine its needs and screen for potential eligibility for Medicaid-related programs and services.  The Eligibility Specialist also assists in collecting and gathering required documents for Medicaid applications from various divisions including The Harbor in order to connect families with the services they need in a timely manner.
