BACKGROUND:
The Moapa Valley Television Maintenance District (District) was created on April 7, 1959, and now operates under NRS Chapter 318. The District is governed by a five-member (5-member) Board of Directors, and terms of the members are four years (4-years). At the January 4, 2021 Clark County Board of County Commissioners (County Commission) meeting, the County Commission made appointments to the Board of Directors due to vacancies after the 2020 General Election. NRS 318.090 provides that the County Commission may appoint members until the next general election. Juan Ramon Lester submitted his resignation to the District’s Board of Directors on February 26, 2021. He was appointed in January 2021 for the first two-years (2-years) of a new four-year (4-year) term. Additionally, Mark Hinds submitted his resignation to the District’s Board of Directors on March 22, 2021. He was appointed in January 2021 for the final two-years (2-years) of a four-year (4-year) term. At the April 6, 2021 District’s meeting, Chris Morley and Greg Winzenreid were selected as the new Board members by the District’s Board of Directors. Chris Morley will serve the remainder of the final two-years (2-years) of a four-year (4-year) term vacated by Mark Hinds. Greg Winzenreid will serve the remainder of the first two-years (2-years) of the new four-year (4-year) term vacated by Juan Ramon Lester. The selections were transmitted to the County Commission for appointment. The County Commission is asked to appoint Chris Morley and Greg Winzenreid to serve on the Moapa Valley Television Maintenance District Board of Directors until the 2022 General Election.
