BACKGROUND: 

The State and Federal government imposes a wide spectrum of responsibilities on local government, agencies, and hospitals to deal with potential hazards in their communities.  In order to address these issues, the State Emergency Response Commission has delegated supplemental funds from the FY21 SERC Hazardous Materials Emergency Preparedness Mid-Cycle Grant to assist in community preparedness.

Pursuant to NRS 277.180 and 277.045, staff is presenting the Board with an interlocal agreement with the City of Mesquite in order to govern the distribution of funds from the SERC Hazardous Materials Emergency Preparedness Mid-Cycle Grant to pay for atmospheric monitors and training for the City of Mesquite Fire Rescue.

Grant funding must be encumbered within the grant performance period of June 1, 2021 to September 30, 2021. The City of Mesquite will be responsible for encumbering and expending grant funds on a reimbursement basis from the Clark County Office of Emergency Management.

Staff recommends approval of the interlocal agreement between Clark County and the City of Mesquite.
