PFNA Area Expansion (6 pages) submitted by Staff DISCUSSION: Following introduction of the item, Nancy Amundsen, Director of Comprehensive Planning, advised that the PFNA area in the southwest was established in 2001; additional studies, a County-wide gap analysis and a Park Funding Analysis were performed and the findings were presented to the Board; fees, which had remained the same since 2001 were increased on July 1, 2019 and January 1, 2020; supplemental Fire Service fees were increased on February 1, 2021 and July 1, 2021; with those fee increases, fees distributed to the Las Vegas Metropolitan Police Department were eliminated as that department was funded elsewhere; fees distributed to Public Works were eliminated; and further advised that the proposal would expand the PFNA area in the southwest Las Vegas valley.

BACKGROUND: 

On January 2, 2001, the Board of County Commissioners accepted the Southwest Las Vegas Valley Public Facilities Needs Assessment (PFNA) Report which established a fee schedule and standard development agreement for new projects which increase the density or intensity of land use above the existing R-E zoning (2 du/ac).

At its December 1, 2020 meeting, the Board directed staff to increase the boundary of the PFNA area to provide additional fees that will benefit the residents of the original and expanded areas.
