BACKGROUND: 

Through the U.S. Department of Defense and the Office of Local Defense Community Cooperation, Clark County received a grant to develop a compatible use plan (CUP) for Nellis Air Force Base, Creech Air Force Base, and the Nellis Testing and Training Range (known collectively as the Nellis Complex).  In August 2018, a contract was entered into with Matrix Design Group to assist the County with the CUP.  The goal was to develop strategies designed to safeguard the quality of life of residents, the growth and economic development of the community, and the mission of the military installations.  The local jurisdictions involved with the development of the plan include Clark, Lincoln, and Nye Counties, and the Cities of Las Vegas and North Las Vegas.  The study reviewed how the military operations of the Nellis Complex impacts the local communities, and how local land use decisions impact the Nellis Complex.  The CUP provides a list of strategies and recommendations that Clark County could implement to further the viability of the Nellis Complex while at the same time allowing for economic growth for Clark County.
