BACKGROUND: 

On March 14, 2021 the State of Nevada Department of Health and Human Services, Administration for Children and Families (DHHS) announced a grant opportunity for Family Connection Grants:  Building the Evidence for Kinship Navigator Program.  Its purpose is to fund Kinship Navigator programs (KN) in educating kinship care families about the resources available to them and assisting them in accessing those services aimed at improving the safety, permanency, and social-emotional well-being of the children in their care.

If awarded, the Clark County Department of Family Services (DFS), will: (a) continue to fund the current contractual agreement with Foster Kinship which is already providing kinship information sessions designed to increase kinship caregiver’s capacity to provide safe, stable and nurturing home for foster children; (b) enhance current KN services and  create implementation and evaluation of Foster Kinship's Kinship Navigator Program Model; (c) contract with Preston Management & Organizational Consulting (PMOC) to provide a third-party objective and valid impact evaluation of the Foster Kinship Navigation Program Model.  PMOC will provide both process and outcome evaluations to break down how the project has been implemented, including the policies and procedures that have been put in place; the program manual, the types, and quantity of strategies, practices, and activities delivered, as well as, the characteristics/demographics of the population serviced and the numbers of families served; and (d) hire two (2)  Family Services Technicians (C25) to support DFS Foster Kinship Teams, manage caseloads consisting of reviewing case notes, background check case notes, create and enter caregiver information into UNITY; work directly with relative or fictive kin caregiver; conduct licensing overview with relative or fictive kin caregiver; register caregiver for necessary and recommended trainings; and maintain case management for relative or fictive kin caregivers.

Due to the timeframe between the grant announcement and submission due date, the grant application was submitted to the DHHS on May 31, 2021 prior to Board approval. Staff requests the Board ratify the submission of the attached grant application and authorize the acceptance of any funds awarded.
