BACKGROUND:
On December 20, 2016, the Board adopted the District Service Rules, codifying the various customer and regulatory resolutions dating back to 1956. The Service Rules provide a single document for customers to find the rules, rates, and charges for connecting to the publicly owned sewer system.
Codifying the resolutions into a single compilation of Service Rules has benefitted both customers and staff by presenting the rules in a contemporary language and in an organized format. In the work leading up to the adoption of the Service Rules, staff conducted an extensive community-wide outreach program to consult stakeholder representatives, thereby receiving many suggestions that were considered and/or incorporated into the Service Rules.
These proposed amendments to the Service Rules include a provision allowing for the General Manager to enter affordable housing development agreements, to support future developments that are designated by Clark County to be affordable housing. Additional administrative changes are proposed, which most notably include requiring engineer certified plans for commercial developments, restricting the use of equivalent residential units which are held in reserve for tenant remodels, and billing members of homeowners' associations directly.
If adopted, Resolution 21-003 codifies District resolutions into the Service Rules effective on July 1, 2021.
