BACKGROUND: 

On September 23, 2020, the Clark County Department of Aviation (DOA) presented the proposed FY 21/22 revenue and operations budget with the on-airport car rental companies for review and comments. The rentals, fees and charges were calculated in accordance with the rate-making methodology contained in the Agreement for Rental Car Operations. The net result of the budget review identified that a CFC increase was warranted to offset a potential funding deficit.

The purpose of the amendment is to support the costs associated with operating the McCarran Rent-A-Car Center (MRACC). The CFC that will be collected by the on-airport car rental companies who operate at the MRACC will increase to $5.00 per day with a limit not to exceed 14 days. This amendment authorizes the Director of Aviation to adjust the CFC, on an as needed basis, up to a maximum of $8.00 per day. 

The ordinance would amend Clark County Code, Title 20, Chapter 20.09, Section 20.09.050, by initially increasing the amount of CFCs collected by the on-airport car rental companies; and it would authorize the Director of Aviation to increase the CFC incrementally, to a maximum authorized rate, based on annual budget review.

Staff recommends a public hearing to be scheduled July 20, 2021, at 10:00 A.M.
