Agenda note: DISCUSSION: Following introduction of the item, Sandy Jeantete, Director of Human Resources, advised that the fiscal impact, including the one-time lump sum payment, was $6,556,817.00 and 1,131 non-management positions were impacted; and the agenda item also provided for salary increases for 2022 and 2023 which would be tied to a specific Consumer Price Index (CPI) index.

BACKGROUND: 

Effective July 1, 2021, the salary plan covering all eligible non-management employees will increase by two and one-half percent (2.5%).  The adjusted increase will be based on the annual percentage increase to the U.S. Bureau of Labor Statistics, CPI-U All Items in West-Size Class B/C, All Urban Consumers for the calendar year ending December 2019. 

Effective July 1, 2021, the salary plan covering all eligible non-management employees will increase by two percent (2.0%).  The adjusted increase will be based on the annual percentage increase to the U.S. Bureau of Labor Statistics, CPI-U All Items in West-Size Class B/C, All Urban Consumers for the calendar year ending December 2020. 

Eligible non-management employees shall receive a one-time lump sum of $1,500.00 which shall not be added to base pay.

The wage increase would impact 1131 non-management employees, including the Water Reclamation District, who are not otherwise covered by a collective bargaining agreement.

It is recommended that the Board approve the wage increase and one-time lump sum payment for those eligible non-management employees effective July 1, 2021.
