BACKGROUND:

As authorized by NRS 244.299, since 2004, the Department of Juvenile Justice Services has operated a work program for youth under the supervision of Spring Mountain Youth Camp in cooperation with the U.S. Forest Service for the past 46 years.  This program provides work experience for youth that includes maintenance of recreation areas and trails, trash pickup and graffiti removal, and other similar activities in the Spring Mountain National Recreation Area.

On June 20, 2017, the Board of County Commissioners approved and authorized an Interlocal Participating Agreement between the United States Forest Service and Clark County and receive grant funding for the youth work program.  This agreement expires on February 1, 2022.

The U.S. Forest Service reimburses Clark County for its share of the actual costs incurred after review of the reports of staffing and youth operational supplies and work time after the completed season(s).

The additional grant funding by the U.S. Forest Service may allow an increase in number of days, crew, and youth to work more extensively in this program and the number of seasons in need of these services.

This item has been approved as to form by the District Attorney's Office.
