BACKGROUND: 

NRS 350.013 requires that the District submit a Debt Management Policy (“Policy”) to the State of Nevada Department of Taxation and the Debt Management Commission on an annual basis. The Policy includes all information specifically required by the statute. Upon Board direction, the Policy will be submitted on or before August 1, 2021.

The Policy provides an update to the Debt Management Commission and the State of Nevada Department of Taxation on the District’s current and contemplated general obligation debt, and illustrates the District’s ability to afford existing, future, and proposed general obligation debt. The District will continue to aggressively pursue financial programs to improve its long-term financial plan and to seek favorable financing instruments that are beneficial to the District’s ratepayers.

The Policy document was prepared by District staff and the District's financial advisors, Hobbs, Ong, and Associates.
