BACKGROUND:

The Clark County Regional Flood Control District (RFCD) approved the Duck Creek/Blue Diamond Road between Bermuda Road and Las Vegas Boulevard project on its 2018 Clark County Flood Control Master Plan Update.  On April 11, 2019, the County and RFCD entered into an interlocal contract to provide funding for design for this project.

The attached Supplemental No. 1 to the interlocal contract increases total funds for design engineering, right-of-way, environmental, and CLOMR/LOMR.  During the pre-design phase the route of facility alignment and type of facility was changed from an open channel going through private property to a closed box culvert system located in existing roadways.  This change require additional design for utility conflicts, traffic control requirements and related items; however, it eliminates significant right-of-way needed from private properties as required by the original alignment.

This project is approved on RFCD's annual Ten-Year Construction Program and described on its 2020 Master Plan Update for Laughlin, Nevada.  RFCD approved the supplemental contract at its meeting on June 10, 2021.

The District Attorney's Office has reviewed and approved the supplemental contract as to form.
