BACKGROUND: 

The FEMA Public Assistance Grant is a pass through State grant which allows for a 100% reimbursement of eligible expenses for the non-congregate sheltering program in response to the COVID-19 pandemic to ensure the most vulnerable population are protected from the outbreak's effects, to stay in compliance with orders, to slow the spread of COVID-19 and to flatten the curve of the infection.

Two (2) grant applications were submitted:

1. $21,475,476 grant application submitted on September 4, 2020 covering the period March 20, 2020 to September 15, 2020.

2. $8,592,630 grant application submitted on December 15, 2020 covering the period September 16, 2020 to November 30,2020.  

Due to the short time frame between the grant announcement and submission date, the grants were submitted on the above dates prior to Board approval.

Acceptance of this funding will reimburse the eligible expenses incurred for the non-congregate sheltering associated with the COVID-19 response.

Staff recommends that the Board ratify the submission of the grant application.
