BACKGROUND: 

On May 5, 2020, the Board of County Commissioners approved the CDBG CIP project list including an allocation of $4.3 million for the Family Promise of Las Vegas Family Navigation Center. The land for the project took longer to deed over to the non-profit and the pandemic has caused supply system issues leading to increased construction costs. Thus, the project needs an additional $1 million to meet current market pricing for materials and labor. HUD requires a Substantial Amendment be approved when over $750,000 in CDBG funds are being reallocated, per the approved Citizen Participation Plan.

The approximately 8,000 sq. ft Family Navigation Center will become the agency's permanent site for providing community and support services to economically disadvantaged families of Clark County that are at risk for homelessness and/or homeless. This center will include operating office space and program dedicated space. Family Promise plans to include a minimum of 5 transitional housing units on site which will provide the capacity to work intensely with families as they work towards self-sufficiency and transition to permanent housing. Classes will be held on site; parenting, financial management, workforce and employment support.
