The total Contract is estimated in the amount of $5,172,326.86 with increased user requirements included.

 

BACKGROUND: 

This Contract is for a land-use permitting software for Building, Fire Prevention, Code Enforcement, Comprehensive Planning and Public Works with Accela, Inc. (LBE).

A Fiscal Directive No. 6, Competitive Bidding Exception, was approved to upgrade our current software subscription to a cloud environment hosted by Accela, Inc.

The following are the pertinent provisions of the Contract:
                     The term of the Contract is from September 30, 2021 through September 29, 2026.
                     Includes the option to increase the award amount up to 25% based on possible increased user                      requirements for the renewal terms and approved budget appropriations.
                     Includes the option to increase the award amount up to 1.5% for possible price increases for renewal                      terms.
                     Includes a fiscal funding out clause and termination for cause, with advanced written notice.

The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature, (c), the competitive bidding process is not required as the additions to and repairs and maintenance of equipment may be more efficiently added to, repaired or maintained by a certain person, (g), the competitive bidding process is not required as the item to be purchased pertains to hardware and associated peripheral equipment and devices for computers, (h), the competitive bidding process is not required as the item to be purchased pertains to software for computers.

Accela, Inc. currently holds a Clark County Business License.
