Approve and accept anticipated grant award from the State of Nevada Department of Health and Human Services, Division of Child and Family Services in the amount of $450,000 to provide Adoption and Legal Guardianship Incentive Payments Program for the period October 1, 2021 through September 30, 2022; approve and authorize the creation of one (1) grant funded limited permanent full time position: one (1) Office Assistant II (C21) and the continuation of three (3) grant funded limited permanent full time positions: two (2) Legal Secretary II (C24), and one (1) Legal Office Specialist (C23) for the period for which grant funds are available, and authorize the Administrator or his designee to sign any additional grant documents related thereto and accept any funds awarded. BACKGROUND:
Since 2005, the Clark County Department of Family Services (DFS) has been receiving grant funding from the State of Nevada Department of Health and Human Services, Division of Child and Family Services (DCFS) to support adoption incentive program that are required to move children toward the completion of adoption.
On August 24, 2021, DFS confirmed with DCFS their intent to grant DFS its yearly grant award for adoption incentive program. This item is submitted to the Board of County Commissioners (BOARD) to approve and accept the anticipated award in-order to continuously promote the adoption of youth from foster care. In addition, funds will allow for the creation of one (1) Office Assistant II (C21) and the continuation of two (2) Legal Secretary II (C24), and one (1) Legal Office Specialist (C23).
In prior years, the grant awards from DCFS for adoption incentive programs were: FY2019 - $449,517; FY2020 - $474,435 and FY2021 - $204,074.
The award process for this grant differs from the normal grant application process as funding is made available to the state and passed through to DFS without advance notice, competitive process, or application submission.
Staff request the BOARD approve and authorize the anticipated grant award and accept the funds awarded.
