BACKGROUND: 

On September 21, 2010, the Board approved an Interlocal Agreement between Clark County and the Clark County Water Reclamation District (District), wherein the District performs certain water quality functions on behalf of the County, including responsibilities related to the Clark County 208 Area-Wide Water Quality Management Plan required by the Federal Clean Water Act and NRS Chapter 244A.

In July 1973, the Sewage and Wastewater Advisory Committee (SWAC) was established as required by NRS 244A.497.  The committee is responsible for advising the Clark County Board of County Commissioners on issues pertaining to wastewater treatment and watershed matters as they relate to the Clark County 208 Area-Wide Water Quality Management Plan. The committee is comprised of members who are actively engaged in the operation or management of sewer or water facilities within the municipality or district.  The District is a member of SWAC.

Procedural Rules state that regular and alternate members shall be appointed to the committee by their respective governing boards.  Each appointee must be an employee of the municipality or district whose governing body is required to make the appointment.  The Board is asked to appoint Rick Donahue, Assistant General Manager, to replace Greg Turner as an alternate member of SWAC.  Dan Fischer will remain the primary member.
