This First Supplemental increase of $320,000 revises the total contract amount to $3,446,500.

 

BACKGROUND: 

The Clark County Regional Flood Control District (RFCD) has programmed funds for the maintenance of flood control facilities, which are shown on the Master Plan.  On June 11, 2020, the County and RFCD entered into an interlocal contract, proposed by the Clark County Department of Public Works, required to maintain those facilities shown on the Master Plan located in the unincorporated areas of Clark County for Fiscal Year 2020-2021.  The Board of County Commissioners approved this interlocal contract on July 7, 2020.

The attached First Supplemental Interlocal Contract will increase total funds for maintenance, including homeless clean-up in the facilities.  Due to the implementation of the recent Las Vegas Homeless Ordinance passed in November 2019, homeless encampment clean-ups have significantly increased.  These clean-ups consist of clearing and removing homeless debris located within the public rights-of-way, including in, on, and around flood channels, storm drains, drainage easements, trails, pedestrian bridges, etc.  The amended maintenance work plan summary is detailed in the supplemental contract.

RFCD approved the interlocal contract at its meeting on August 12, 2021.

The District Attorney's Office has reviewed and approved the supplemental contract as to form.
