BACKGROUND:
Bid No. 605824-21, for Hollywood Regional Park: Site Improvements Hollywood Regional Park: SNPLMA Walking Trail was advertised on April 1, 2021 and opened on July 7, 2021. The Bid Amounts are as follows:

* The Bid received from Rafael Construction, Inc. is recommended for rejection for failure to submit the Subcontractors Exceeding 5% of Base Bid Amount list at the time of Bid.
This Contract consists of all administrative work and includes construction of prefabricated structures, site work, landscape, irrigation and utilities at Hollywood Regional Park. The walking trail consists of 1.26 miles of concrete trails, shade structures, picnic tables with integral benches, distance demarcations, interpretive signs, mitigation signs, trash receptacles and pet station bag dispensers.
Additive Alternate No. 1 is for two natural-turf soccer fields with associated fencing, paved pathways, eight pickle ball courts with associated site furnishings, five shade structures, precast/fabricated restroom building and surface parking lot.
Additive Alternate No. 2 is for two natural-turf soccer fields with associated fencing and paved pathways.
Additive Alternate No. 3 is for a ten-foot wide accessible walkway over an existing drainage channel and accessible path connecting existing aquatics and recreation.
Additive Alternate No. 4 is for additional parking stalls to accommodate 40 more vehicles.
The following are the pertinent provisions of the Contract:
• The Contractor shall complete the entire work within 460 calendar days from the date specified in the Notice to Proceed.
• Includes the standard termination for cause within 7 business days and termination for convenience language as in all public works efforts of this type.
The recommendation of award is in accordance with NRS 338.1385.5, a public body or its authorized representative shall award a contract to the lowest responsive and responsible bidder.
