BACKGROUND:
In 2018, Clark County was awarded a grant from the Department of Defense, Office of Economic Adjustment (now called the Office of Local Defense Community Cooperation (OLDCC)). The purpose of the grant was to look at the community’s growth impact on Nellis Air Force Base, Creech Air Force Base, and the Nevada Test and Training Range, and to review the military's impacts on the community. In August 2018, Clark County entered into a contract with Matrix Design Group (Matrix) to provide professional services to complete the Nellis Complex Joint Land Use Study (since renamed Nellis Complex Compatible Use Plan (CUP)). The consultant has completed the terms of the contract, and the grant is in the final stages of be closed out.
One of the deliverables from the CUP was a list of recommendations that the County and its partners could implement to the mutual benefit of all. At its September 1, 2020 meeting, the Board of County Commissioners authorized the department to pursue an additional grant to implement appropriate recommendations. An Implementation Grant was approved by the OLDCC in July 2021. The purpose of the grant is to provide the department with templates to update its Master Plan and Development Code regarding military compatibility and unmanned aerial systems (drones). In addition, a GIS portal system will be developed to portray height limitations around Nellis Air Force Base.
Staff recommends that the Board accept the grant award.
