BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved and budgeted funding for the RTC - Traffic Signal Program Management project (Clark County Public Works Project No. PW.R262AFT) in the amount of $150,000 in RTC's Highway Improvement Acquisition Fund for Fiscal Year 2022.  RTC; in coordination with Clark County, City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite (collectively "Member Entities"), intends to contract with GCW, Inc. (Corporation) for an on-call traffic signal program management service, beneficial to each Member Entity.

The attached Interlocal Contract No. 1317 identifies RTC as the lead agency and responsible party for all costs associated with this project.  Interlocal Contract No. 1317 will allocate funds to cover Contract No. 19-055 entered between GCW, Inc. and RTC's Freeway and Arterial System of Transportation department, which employs GCW, Inc. to provide technical support for the development of signal coordination and timing plans, Intelligent Transportation System planning, plan review, integration, implementation, and deployment of an on-call traffic signal program management service.  The time of performance is effective to June 30, 2022, unless time extensions are granted.

This project is included on the adopted RTC Capital Improvement Plan.  RTC approved the interlocal contract at its meeting on September 9, 2021.

Each of the Member Entities is scheduled to approve the interlocal contract at their respective Board/Council meetings.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
