BACKGROUND: 

The Federal Emergency Management Agency (FEMA) has a program under the National Flood Insurance Program (NFIP) called "The Community Rating System" (CRS) to rate communities according to their participation in the NFIP.

The intent of CRS is to reduce flood losses, facilitate accurate insurance ratings, and promote awareness of the availability of flood insurance.  This system helps communities lower flood insurance premiums for residents and property owners, increase public safety, avoid economic disruptions, and reduce human suffering from flood losses.

Communities receive ratings between 10 and 1 (10 being the lowest/inferior and 1 the highest/superior) with a 5% decrease in flood insurance rates with each rating below 10.  Clark County is rated and certified as a Community Level 7 and receives a 15% reduction in flood insurance rates to property owners and residents in Special Flood Hazard Areas (SFHA) and a 5% reduction in flood insurance for property owners and residents not in SFHA.  Recertification will allow Clark County to maintain its existing rating of Community Level 7.
