BACKGROUND: 

NRS 354.59893 outlines the parameters of an enterprise fund or funds. They are established for the issuance of barricade permits, encroachment permits, and building permits, including, without limitation, costs of plans checking, issuing permits, inspecting buildings, and administering the program.

NRS 354.59893 also identifies the composition of the Clark County Building Enterprise Fund Advisory Committee (BEFAC). The BEFAC may issue opinions and recommendations regarding the adequacy of the fees that Clark County charges for permits, and the financial objectives and annual budget of the program for the issuance of the permits.

The Clark County Board of County Commissioners (Board) shall appoint at least five (5) members to the BEFAC, which must include:

•  A representative of the residential construction industry;
•  A representative of the commercial development industry;
•  A representative of the construction industry; and

The composition of the BEFAC may also include a public officer or employee who manages the fiscal affairs of the local government and a public officer or employee of the local government who directly oversees the operation of the enterprise fund. 

The BEFAC Bylaws allow for up to nine (9) members.  The recent composition of BEFAC consisted of four (4) representatives from industry and three (3) from the County. With one industry representative seat vacant, the Board may appoint up to three (3) persons to serve on the BEFAC.

Staff received applications from the following individuals:

(1) Jordan Krahenbuhl
(2) Renato "Sonny" Vinuya
(3) Ann Barnett

Staff is requesting the Board to appoint at least one (1) individual and up to three (3) individuals from the applications received to serve on the BEFAC for a four-year (4-year) term. The appointed member will serve without compensation a four-year (4-year) term beginning October 19, 2021 and continuing through October 19, 2025.
