BACKGROUND:

The Clark County Desert Conservation Program (DCP) manages regional compliance with the Endangered
Species Act through implementation of the Clark County Multiple Species Habitat Conservation Plan (MSHCP) and associated Section 1 0(a)(l )(B) incidental take permit. Condition (K)(l) of the incidental take permit requires the County to acquire private lands with desert riparian habitat from willing sellers to support six covered riparian birds.

The DCP's 2011-2013 Implementation Plan and Budget, adopted by the Board of County Commissioners (Board) on October 19, 2010, included funding to identify willing sellers and acquire properties with riparian habitat on a willing seller-willing buyer basis. DCP staff evaluates and prioritizes identified properties based on habitat and conservation potential for the bird(s), and ease and cost of management.

DCP desires to acquire Assessor's Parcel Numbers 039-30-201-013 and 039-30-301-009 containing ±120 acres for the appraised price of $414,000 plus any closing costs in fulfillment of the MSHCP.

This item was presented to the County Long Range Planning Committee on June 10, 2021 and October 14, 2021.
