BACKGROUND:
On October 18, 2021 the Clark County Building Enterprise Fund Advisory Committee ("the Committee") received a report on the financial condition of the Building Fund (5340). Included in current assets is cash received from non-recurring revenue as a result of significant construction projects within the strip resort corridor. Cash proceeds from non-recurring revenue is typically designated for extraordinary items that are considered unusual and/or unforeseen or other non-recurring expenses such as capital outlay. The Building Fund (5340) has identified $5,500,000 in capital needs through fiscal year 2026. In an effort to meet the Building Department's capital needs and maintain stability in permit fees, the Committee voted to recommend the designation of cash in the amount of $5,500,000 for future capital outlay and extraordinary items. Assembly Bill 139 of the 81st Legislative Session allows for the transfer of funds from the Building Fund (5340) for the construction of one or more fire stations. The Committee voted to recommend the transfer of $10,300,000 for the construction of one fire station.
