BACKGROUND: 

Clark County was recently awarded $440 million in Fiscal Recovery Funds under the American Rescue Plan Act (ARPA). These funds provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery.

At the October 5, 2021 Board of County Commissioners (County Commission) meeting, the County Commission directed staff to work with the Southern Nevada Health District (SNHD) on a vaccine incentive program using $100,000 in Fiscal Recovery Funds to provide gift cards to incentivize and encourage more community members to initiate or complete their COVID-19 vaccination.  

Clark County and SNHD have established the objectives of the program which include, combatting misinformation related to the COVID-19 vaccine, encouraging minority groups and medically underserved populations to receive their COVID-19 vaccine series or complete their vaccine series, and serving as a reminder for eligible community members to attend their COVID-19 vaccine appointment. No individual gift cards shall exceed $100.  Additionally, the SNHD will be required to utilize a third party to issue electronic and/or physical gift cards after vaccination administration has been validated by the SNHD.

The allocation of these funds meets the U.S Treasury compliance requirements in support of the County’s public health response to the pandemic.
