BACKGROUND: 

Clark County was recently awarded $440 million in Coronavirus State and Local Government Fiscal Recovery
Funds (Fiscal Recovery Funds) under the American Rescue Plan Act (ARPA). These funds provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery.

Through the Fiscal Recovery Funds grant process, Clark County identified applications for programs and services that would be best suited to receive funding through an outside agency grant process. Pursuant to NRS 244.1505, the Clark County Board of County Commissioners may expend money for any purpose which will provide a substantial benefit to the inhabitants of the County or grant money to a private organization, not-for-profit, to be expended for the selected purpose. 

Clark County staff identified fifty-seven applications requesting over $2.9 million in funding.  Upon review, twenty-four applications were recommended totaling $1.4 million in funding. These programs or services supplement services provided directly by the County or are funded in lieu of the need for the County to establish such programs.

Approval of these grants will provide supplemental services to clients of County departments, as well as assist with the operation of social, recreational, educational, and cultural programs benefiting seniors, youth, veterans, and disproportionately impacted communities. Additionally, these grants will impact both urban and rural residents.

The allocation of these funds meets the U.S Treasury compliance requirements and will be used to fund various programs to assist the community in recovering from the negative health and economic impacts of the pandemic.
