BACKGROUND:

At the October 19, 2021 Clark County Board of County Commissioners (County Commission) meeting, the County Commission ratified the acceptance of a grant award in the amount of $840,000 from the John D. and Catherine T. MacArthur Foundation (MacArthur Foundation) Safety and Justice Challenge for the period of April 1, 2021-March 31, 2023.  The MacArthur Foundation’s Safety and Justice Challenge provides more than $252 million in grant funds to reduce over-incarceration and eliminate racial inequities in our justice system by changing the way America thinks about and uses jails.  The Safety and Justice Challenge is supporting local leaders in 51 jurisdictions across 32 states who are implementing evidence-based solutions to safely reduce jail populations, advance racial equity, and eliminate ineffective, inefficient, and unfair practices.

Funding from the Safety and Justice Challenge will be used to create four (4) positions:

Clark County will create a Criminal Justice Coordinating Council (CJCC) coordinator/management                      analyst position. This position will coordinate the day-to-day operations of the CJCC and facilitate                      initiatives from both the CJCC and the MacArthur Foundation. This position will be a C28/C29.
Clark County will create a social worker position at the intake area of the Clark County Detention Center.                      to assist individuals at the Initial Appearance Court in the Las Vegas Justice Court.
Clark County will also create a social worker position in the Clark County Public Defender’s Office to                      assist with probation violation cases. These positions will be at C27/C28 levels.
Clark County will create a graphic specialist position in the Clark County District Attorney’s Office                      (DA’s Office) to reduce the bottleneck of evidence needed for discovery. This position will be a C24.

The County Commission is asked to approve and authorize the creation of these four (4) positions for the period for which the John D. and Catherine T. MacArthur Foundation Safety and Justice Challenge grant funds are available.
