BACKGROUND: 

On January 9, 2001, the U.S. Fish and Wildlife Service issued a Section 10(a)(1)(B) incidental take permit (Permit) for 78 species to Clark County, along with the cities of Las Vegas, North Las Vegas, Boulder City, Henderson, and Mesquite and the Nevada Department of Transportation. The Permit operates in conjunction with the Multiple Species Habitat Conservation Plan (MSHCP), approved by the Board of County Commissioners on July 16, 1999. The Clark County Desert Conservation Program (DCP) is responsible for administering the MSHCP and Permit, and the Director of the Department of Environment and Sustainability serves as the Plan Administrator.

The Southern Nevada Public Land Management Act (SNPLMA) established a funding program that is administered by the Bureau of Land Management (BLM). The DCP is eligible to submit nominations under the MSHCP category of SNPLMA, which was specifically established to fund projects related to the implementation of the MSHCP and Permit. On September 6, 2021, BLM issued a call for project nominations for the Round 19 SNPLMA funding cycle. The DCP has identified three projects to nominate in this funding cycle. The Secretary of the Department of the Interior will make the final determination of funding awards, anticipated in summer 2022. Following the Secretary’s determination, the BLM will execute financial agreements for a maximum of five years with those entities that are awarded funding.

The nomination period for Round 19 closed on November 5, 2021. Due to the time frame between the call for nominations and the submission date, the project nominations were submitted to BLM on November 4, 2021. Staff requests the Board ratify the submission of the attached project nominations and authorize acceptance of funds if awarded.
