BACKGROUND: 

The Clark County Regional Flood Control District (RFCD) has programmed funds for the design and construction of flood control improvements.  On April 11, 2019, Clark County and RFCD entered into an interlocal contract for design for the Duck Creek/Blue Diamond Road between Bermuda Road and Las Vegas Boulevard project (No. PW. FCLA39A).  The Board of County Commissioners approved this interlocal contract on May 7, 2019.

The Board and RFCD previously approved Supplemental No. 1 to the interlocal contract increasing funds by $1,300,000 for design engineering, right-of-way, environmental, and CLOMR/LOMR for a revised project total of $1,753,000.

The attached Supplemental No. 2 to the interlocal contract reallocates funds for the project to include a line item for entity design labor in the amount of $20,000, to cover in-house labor.

This project is approved on RFCD's annual Ten-Year Construction Program and described on its 2020 Master Plan Update for Laughlin, Nevada.  RFCD approved the second supplemental contract at its meeting on November 18, 2021.

The District Attorney's Office has reviewed and approved the second supplemental contract as to form.
