BACKGROUND:
The Clark County Regional Flood Control District (RFCD) has programmed funds for the design and construction of flood control improvements. On February 10, 2011, Clark County and RFCD entered into an interlocal contract for design, right-of-way, and environmental mitigation for the Fairgrounds Detention Basin and Outfall project. The Board of County Commissioners approved this interlocal contract on March 1, 2011.
The Board and RFCD previously approved Supplemental Nos. 1 through 6 to the interlocal contract for various phases of this project, including an increase of funds for design, right-of-way acquisition, and environmental mitigation, an emergency action plan, formal change of the project name from "Fairgrounds Detention Basin" to "Fairgrounds Detention Basin and Outfall," and a line item for entity design labor costs.
The attached Supplemental No. 7 to the interlocal contract increases total funds for design and entity design labor for construction support and post-construction reporting for the project.
This project is approved on RFCD's annual Ten-Year Construction Program and described on its 2011 and 2016 Master Plan Updates for Moapa Valley; and its 2020 Master Plan Update for Moapa Valley and Tributary Washes, Structure Nos. FGWS 0000, 0030, 0070, 0075, 0105, 0128, 0164, 0165, 0166, and FGLS 0000. RFCD approved the seventh supplemental contract at its meeting on November 18, 2021.
The District Attorney's Office has reviewed and approved the seventh supplemental contract as to form.
